Wolverine's mutant power was just healing factor and heightened senses. The claws were implants, placed when they coated his skeleton with adamantium. That was what was known until the end of the 1993 "Fatal Attractions" saga, which culminated with the revelation that he actually had bone claws before adamantium. Great news at the time, nobody expected it!
